The Chamber is responsible for undertaking research, with a goal of positively influencing government policies, programmes and legislation. The ZNCC undertakes a range of research services designed to support the Zimbabwean business community. The following researches have been done by the Chamber to ensure the business environment is favourable for the country’s business community:
1. Legislation
One of the key mandates of the ZNCC is to identify and lobby for legislative reforms that promote business development in the national economy. The Chamber conducted a research on various pieces of legislation hindering the development of business in Zimbabwe. The research findings were presented to the relevant stakeholders before the appropriate recommendations were made to the policy makers in order to lobby for the necessary reforms in the areas identified so as to bring about the desired changes which will foster business development in the country. The research done involved an analysis of the Companies Act, Competition Act, Indigenisation and Economic Empowerment Act amongst a few others. The law should help create an enabling environment and meet the needs of industry and commerce.

2. Public Private Partnerships (PPPs)
In assessing the feasibility of PPPs in Zimbabwe, a number of factors were observed as limiting the uptake and investor interest in PPP projects. Zimbabwe’s critical public infrastructures covering electricity, water supply, road, rail, public health and education require massive capital injection following years of under-investment.
Ultimately, the research sought to:
- Assess the feasibility of PPPs as vehicles for mobilising resources for infrastructural development in Zimbabwe, given the current legislative as well as policy frameworks.
- Identify and analyse limitations in existing policy frameworks currently covering the operations of PPPs in Zimbabwe.
- Assess the effectiveness of the current PPP arrangements, in comparison with past or current PPPs projects in Zimbabwe and other countries like South Africa.
- Forward recommendations drawn from lessons learnt, from the analysis of identified PPP case studies and the legislative and policy frameworks under which they operate.

Zimbabwe has implemented 3 major PPP projects namely the Beit-Bridge Railway (BBR), the New Limpopo Bridge and the Newlands By-Pass. These projects should provide valuable lessons that should help shape future policy and legislative framework for PPPs in Zimbabwe.
